On March 14, 2013, USAC effectively defeats HB68 by convincing key legislators to keep the bill in the House Rules Committee, and not make it to Committee or the Floor of the House.

In December, USAC introduces HB37 – its proposed Compromise Stream Access Legislation with Dixon Pitcher as Sponsor.
