The Utah Legislature enacts the deceptively named "Public Water Access Act" of 2010 (HB141 or PWAA), effectively overturning the Supreme Court's ruling in Conatser by making it an act of criminal trespass for the public to touch privately owned river and stream beds while engaged in recreational activities that utilize the public's waters absent written permission from the landowner, thereby privatizing the use of approximately 2,700 miles of Utah’s rivers and streams, or about 42% of Utah fishable waterways
