Utah Stream Access Coalition (USAC), founded by David R. Serdar, Robert J. Beers, and Byron Gunderson, is incorporated in Utah. In August, USAC holds first general membership meeting. In November 2010, USAC counsel files a Complaint initiating its Constitutional Rights (Provo River) lawsuit in the Fourth District Court of Utah and in December, USAC holds membership meeting to explain its legal strategy.
