In May, USAC counsel files a Complaint initiating its Navigability (Weber River) lawsuit in the Third District Court of Utah. On June 30th, USAC is granted 501(c)(4) status by the IRS.

Utah Stream Access Coalition (USAC), founded by David R. Serdar, Robert J. Beers, and Byron Gunderson, is incorporated in Utah. In August, USAC holds first general membership meeting. In November 2010, USAC counsel files Complaint initiating its Constitutional Rights (Provo River) lawsuit in the Fourth District Court of Utah and in December, USAC holds membership meeting to explain its legal strategy.

The Utah Legislature enacts the deceptively named "Public Water Access Act" of 2010 (HB141 or PWAA), effectively overturning the Supreme Court's ruling in Conatser by making it an act of criminal trespass for the public to touch privately owned river and stream beds while engaged in recreational activities that utilize the public's waters absent written permission from the landowner, thereby privatizing the use of approximately 2,700 miles of Utah’s rivers and streams, or about 42% of Utah fishable waterways.
